Description of the internal control system in the banking holding JSC Belagroprombank


The internal control system includes a set of internal control, internal audit, organizational structure, local legal acts (hereinafter referred to as LLA) of JSC Belagroprombank (hereinafter referred to as the bank), which determine the strategy, policy, methods and procedures of internal control, as well as the powers and responsibilities of management bodies and officials. The bank has approved LLA - Regulations on the organization and implementation of internal control, which describes the system of internal control of the banking holding on a consolidated basis.

The main objectives of internal control in the banking holding are:

  • efficiency and orderliness of financial and economic activities;
  • safety of assets;
  • compliance with contractual obligations;
  • compliance with legal requirements, LLA;
  • compliance of the internal control system with the scope and nature of activities;
  • improvement of the internal control system;
  • implementation of the decisions made.


The main tasks of organizing and implementing internal control in the banking holding are:

  • development and implementation of control procedures, taking into account the nature and volume of banking and other operations (transactions) and other activities;
  • a clear distribution of powers for the implementation of internal control and the definition (fixing) of responsibility areas;
  • timely provision of the bank's management bodies, the chairman of the board of the bank, the official responsible for internal control in the bank, other officials, committees under the supervisory board of the bank with management reporting on the functioning of the internal control system (on internal control issues), including information on identified significant problems, abuses and shortcomings in the activities of the banking holding, which may lead to adverse consequences, in order to take the necessary corrective actions;
  • ensuring the permanent participation of the bank's management bodies in the organization and functioning of the internal control system in the banking holding;
  • organization of effective interaction between the bank and member organizations of the bank holding company;
  • assessment of the effectiveness (state) of the internal control system and identification of shortcomings in its functioning;
  • development of proposals and monitoring the implementation of measures to improve the internal control system.


Principles of organizing the internal control system in the banking holding:

  • integration;

  • responsibility for the effective functioning of the internal control system in the banking holding;
  • a comprehensive approach to the organization of the internal control system;
  • constancy and continuity of internal control;
  • advanced building in case of changes in business processes;
  • methodological unity;
  • diversification of control types depending on the functional affiliation of the objects of control, the current need and the complexity of the tasks;
  • the priority of using software control tools with the possibility of an equivalent choice between automated and non-automated control actions;
  • implementation of measures to eliminate conflicts of interest, the conditions for its occurrence;
  • continuous monitoring and improvement of the internal control system;
  • monitoring of completed transactions using a CCTV system.


Organizational structure of the internal control system in the bank holding company

The internal control system of the bank holding company consists of three macro levels:


• bank level;
• the level of the bank control over the activities of a member organization of the bank holding company;
• the level of the member organization of the bank holding company.

The internal control system in the bank is organized in the following areas:

  • control over achievement of the set strategic goals;
  • control over ensuring the efficiency and effectiveness of the financial and economic activities of the bank in the course of banking and other operations (transactions) and other activities;
  • control over the effectiveness of assets and liability management;
  • control over the safety of the bank's assets and investments;
  • control over the reliability, completeness, objectivity and timeliness of accounting, preparation and presentation of accounting (financial), prudential and other reports (for external and internal users);
  • control over the distribution of powers and responsibilities;
  • monitoring compliance by the bank and its employees with the requirements of the legislation, LLA, including when conducting transactions with insiders;
  • control over work with appeals of citizens and legal entities;
  • control over compliance with the legislation on banking, commercial and other secrets protected by law and the requirements of the National Bank for information disclosure;
  • control over the effectiveness of the risk management system;
  • control over the activities of information systems, management of information flows (receiving and transmitting information), ensuring information security;
  • control over the exclusion of conflicts of interest (conditions for its occurrence) in the bank activities;
  • internal monitoring of the internal control system;
  • control over the organization of work to prevent legalization of proceeds from crime, financing of terrorist activities and financing the proliferation of weapons of mass destruction;
  • control over the efficiency of the member organizations of the bank holding company and their compliance with the requirements of legislation and local legal acts.
 
Information on the appointment of an official responsible for internal control at JSC Belagroprombank
 

The official responsible for internal control in the bank is the head of the Internal Control Department Inessa Fedorovna Melchakova (from 13.06.2016 was appointed by the bank's order with the consent of the bank's supervisory board).

For the period of temporary absence of the official responsible for internal control in the bank the functions of an official responsible for internal control in the bank are performed by a person who replaces him, who acquires the appropriate powers, rights, obligations and is responsible for the proper performance of the functions assigned to him (one of the deputy heads of the Internal Control Department: Yuri Mikhailovich Delikatny; Mark Kazimirovich Vasilyuk).
