In accordance with the Decree of the President of the Republic of Belarus dd 02.09.1996 No.346 “On certain measures on development of housing construction in rural areas”, JSC Belagroprombank grants preferential loans:
1. For the construction of living accommodation in affordable residential houses with generic consumer qualities included in the list of projects (series) approved by the Ministry of Architecture and Construction of the Republic of Belarus, and for the conversion of residential houses and sites into living accommodation, renovation of abandoned individual residential houses (apartments), and payment for services associated with the state registration of real estate:
- Agricultural organizations, including agroindustrial organizations, other legal entities building houses in rural areas for people living and working in rural areas;
- Agricultural organizations situated in localities with a population up to 20 000, for their employees in such localities;
- Legal entities with branch offices or other detached subdivisions engaged in agricultural production business activity with proceeds from the sale of agricultural products no less than 50% of total proceeds of each branch office or other detached subdivision, and situated in localities with a population up to 20 000 for the employees of such branch offices or other detached subdivisions in such localities.
Loan amount: up to 95% of the cost of construction (reconstruction) or residential houses (conversion of sites into living accommodation, renovation of abandoned individual residential houses (apartments), including the cost of construction (renovation) of household buildings in the amount up to 20% of the total construction (reconstruction, renovation) cost, excluding payment for services associated with the state registration of real estate:
Guarantee of fulfillment of obligations under the loan agreement: pledge (mortgage) of living accommodation under construction (reconstruction, renovation) and pledge of liquid property in the amount sufficient to repay the loan as planned in the current year and for the rebate of interest charged on the loan for the period of at least 12 months.
2. To agricultural organizations for purchase from individuals and legal entities of abandoned and unfinished individual residential houses (apartments) in rural area in the amount of the assessed value of the purchased real estate taking into account the cost of household buildings.
Loan amount: up to 95% of the cost of construction of living accommodation in affordable residential houses with generic consumer qualities included in the list of projects (series) approved by the Ministry of Architecture and Construction, which is similar to the purchased residential house (apartment) in terms of area and construction solutions.
Guarantee of fulfillment of obligations under the loan agreement: pledge of liquid property.
Maximum maturity: 40 years.
Interest rate: 3% p.a.
Loan repayment shall begin 3 years after loan disbursement, in equal parts within the loan repayment period with interim payment dates during the year in accordance with the repayment schedule.
To apply for a loan, along with a standard set of documents, the following documents (copies thereof) must be submitted:
- Summary of cost estimate.
- Construction contract in case of contractual method of construction.
- Work schedule.
- Payments schedule.
- Engineering Services Contract.
- Permission from the government construction oversight authority for construction and assembly works (in accordance with the legislation).
- Contract of sale for the residential house or apartment (if a loan is granted for the purchase of residential property).
- Additional documents may be required.
In accordance with the Decree of the President of the Republic of Belarus “On certain measures on construction of residential houses (apartments) in agricultural organizations” dd. 30.08.2005 No.405, debt under preferential loans granted to legal entities for the construction (reconstruction, purchase) of housing can be transferred to individuals.
